English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent survey of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and open spaces to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and utilising savings to weather growing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan included the disposal of a retail complex in a local town and a social club in another town to generate £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Increases and Broader Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of authorities will have to increase council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both improved services and cost efficiency,” said a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils recently further found local finances being strained by the increasing figures of children and older individuals requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most deprived in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” noted the report.

“Although only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of challenges facing municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” said a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
